On radar, distinguishing between an exact kind of plane is not possible or wasn't at that time. The story I heard was that the crew didn't caref...ully check the civilian aircraft flight plan information and/or it wasn't up to date. Therefore, they didn't have the flight plan of the commercial jet and thought it might be hostile. Although, accident or not if you kill hundreds of people, there is no way you should be able to continue your career and then get a medal. If a doctor, such as Michael Jackson's, accidentally kills someone then is found to have been negligent, that doctor's career is over. It's also questionable why the U.S. was even involved in the area. There are untold stories of victims of American militarism when the U.S. is not even at war. These range from acquisition of land in Korea and Guam, environmental degradation in Puerto Rico, child rape in Japan, and running over and killing school kids in Korea. Just to name a few.
